The Government of Mizoram, on November 21, 2025, notified the Aizawl Municipal Corporation Building (Amendment) Regulations, 2025 under the Mizoram Municipalities Act, 2007 after completion of the public consultation process. The regulations come into force upon publication in the Official Gazette.
The amendments introduce key changes to the existing building regulations, including removal of the term “Maximum” in specified provisions, and substitution of Regulation 8 to extend the validity of building permission to five years. Additionally, a new provision mandates issuance of Occupancy Certificates within seven working days of completion inspection, subject to compliance with sanctioned plans and restoration of public property. Unauthorized occupation without such certificate will attract penalties.
Further, a new Chapter VIII A on “Green Buildings and Sustainability” has been inserted, encouraging buildings above 100 sq. m. to comply with green norms. The provisions emphasize reduction in energy and water consumption, waste management through recycling, and adoption of sustainable construction practices, while allowing flexibility in application without mandating a specific rating system.
